Black Fact = 1968 (Jan. 4)- Dr. Melvin H. Evans was inaugurated the first elected Governor of the Virgin Islands on this date in 1971. William Henry Hastie was their first black Governor, however, the people could not elect their own Governor until 1968. #theraydiotwins
